Thanks for the tips. In looking for solutions, I already noticed an AV could be the problem. The last time I tried, I did disable Bit Defender (free ver) and System Restore still failed. I also have Malwarebytes (free ver) installed, but I think that only scans when I request it to. Will do some more investigation and hope I find a solution.
