It opens to what they call the Metro Screen which is a bunch of tiles. Some of the tiles are pretty useless windows "apps"
Some are installed programs. One of the tiles is the desktop that takes you to your desktop. It can be made to look like the Win 7 classic screen (Win XP desktop).
The new desktop has no start menu or way to close or restart Windows.
You have to go back to the Metro screen to do that.
