Windows 8 or 7. Which would you choose?

How old are the programs you are trying to load? I have Office 2007 and Photoshop CS2 and both run fine with Windows 8.1. Both of those programs are at least 6 years old.
Same programs - Word 07 and PS ... they do function, just not as they should work. And kick out or stall often while "working" when I try certain functions.
And each time it fails, a little window opens and tries to sell me an upgrade for a program I already paid for once. Very annoying.
