A new head does not cost that much, but it's unlikely that's the issue anyway. There is not setup procedure for the Winegard antenna but there are a couple of components to deal with. It's possible that the power supply it's self is bad or you could have a bad cable or connection between the power supply and the TV. You will want to remove the power supply from the wall, check connections and verify that you have the correct cable connected to the TV. Run a coax directly from the "TV" port on the power supply directly to the TV if necessary. This is all on the assumption that your original post meant that you did check the coax cable on the roof where it enters the head and you have at least 12V's there and when you power off the interior power supply you lose that 12V power.
