It sounds like a web pop-up, so you should be able to shut down Chrome and be fine.

Those lock-up ads do nothing more than lockup the browser, unless, of course, you click the OK button. Do a force quit on the browser and do not allow it to reopen sites when restarting the browser, and you should be fine.
