I did a search last night on Google and found several states that coroborate that too: howstuffworks.com, towingworld.com readybrake.com. That's really what prompted my question to you all.

Seems like most that refer to reciprocity at all simply say "yes/no" without actually defining what the word means. Here's an example of a "yes" State as listed on Towing world. It doesn't say anything at all per the meaning of the word.
