One idea I'd probably recommend would be good quality (Brompton, Dahon, etc.) folding bicycles that go in their own carryon case. I'd also carry a Foldylock or something of that nature so one could lock the bike for a quick run into a store.
The advantage of a folder is that once in a case, it can go on buses, subways, and other places.
It isn't as good as a toad for getting around long distances, but it can get someone a couple miles with decent ease.
