Seems like there would be quite a number of popups that could be comfortably towed with a vehicle in that range. You're correct that only popups are small enough to fit in a standard garage, assuming that you need room for more than two people in the trailer.
My only recommendation would be to buy a vehicle that has a good towing package. And If there's not much difference in price, go for the vehicle that can tow 5000 lb over something smaller to give you more options.
