Given the parameters you've set, I think a PUP is your only option. Your costs in TV, gas, and storage will go up substantially for a TT. I also recommend a used PUP. We bought our PUP for $2,800 and it can be towed wtih a 3,000 lb two rating although I would go with a 5,000 lb rating regardless. For the record, I tow it with an F-150 now so I don't even know it's back there.
On the rain, the issue for us hasn't been rain for hours and going stir crazy, it's been rain when we are setting up or taking down. It's a royal pain but I live with it for the price. You will not get anywhere near as much space for the money in a TT. Trust me I've looked and I can go up to a 6,000 lb TT with my F-150.
If I bought again, I would get slides on my PUP. That adds weight and price but it gives you more floor space. PUPs are great at bed space but not as much at floor space. We cook outside most of the time. The stove hooks up on the inside or out.
I have the bed of my truck to store my gear. You will need to factor that in for a PUP including tongue weight. PUPs are not meant to pack gear for travel although some have a front box. That's convenient but adds tongue weight.
