Those are 2 separate pieces of paper. It's not 'mincing words'. If you are asked to provide your title and you produce a registration then you did not produce what was asked for. If I buy your vehicle I don't want the registration. I want the title. The title proves who owns the vehicle. The registration proves that the vehicle is registered. 2 completely different legal terms.
Learning the difference and using the correct terms can save a person a lot of trouble.
but here in Canada proof of vehicle registration and insurance must be kept in the vehicle at all times, available for presentation anytime a police officer may request it, which will be anytime one is pulled over, for whatever reason.
As is the same in many of the states. But if you're asked for registration and insurance, do not show the title. It's highly unlikely you're carrying the title and they know that. People don't carry the title with them. If you own money on your vehicle you most likely don't have the title in your possession anyway. The title is generally held by the lean holder until you pay off the loan, then they'll give you the title.
My point is - perhaps he's comfortable tooting around his own state without this proof but it sure strikes me as trouble he doesn't need to be doing the same in another country where the laws of that country and province apply, not his own. Why this should be so difficult to understand is a mystery. :S
The temporary registration is proof of registration. A lot of states mail the metal license plate (tag) to you. The temporary registration is just as valid as the metal plate.
