I believe that code requires twice as much vent as fill pipe on a pressure fill system. This usually means that they run two pipes for vent and one for the fill. Then the buyer sees water spilling out those vents and installs valves causing a potential serious problem.
On gravity fill system, venting is only a problem when the fill is jammed nearly full of hose leaving only the tiny vent screen to expel air.
