Good point, emaav. The problem is that every state thinks they are right!
A point: Looking at braking requirements for someone in TX. While looking, I found that Mass. has no braking requirements under 10,000! But wait: WY's requirements show no trailer weight, but state that you, and whatever you are pulling have to stop from 20 mph in 40 ft.
Before you think it is easy, the measurement is as soon as you pass the start point, you start braking. I think reaction time would burn most of that distance before you even hit the brake.
But, back to the point. There should be a standard speed limit for towing certain vehicles, equipment requirements and, I believe, a requirement that every person driving/pulling/hauling any RV must complete a driving test. I know, I know, nno one wants to have to do that, but there are those out there that are accidents waiting to happen.
