Take it you have a Suburban water heater.
The two black buttons as mentioned are resets for high temp limit t-stats
They are two sets of t-stats under the covers
One set is for electric element...110V AC....Bottom t-stat is 'normal' pre-set at 130*F & Top t-stat is 'ECO' (high temp) t-stat pre-set at 170*F
The other set is for LP gas...12V DC.....same set up/same temps
If 'normal' fails to open then when temp reaches the ECO set point it opens and shuts down all power to the heating source.
Until it has been reset to workie.......
If you ever need to replace the t-stats..they come in a set and you need to get the correct voltage 110V AC OR 12V DC.....not interchangeable
