If this is truly how it is unfolding, visit the issuing post office. Have them print out from the internal tracking service the last known whereabouts of the envelop and also give you the trace information. This information, taken to the bank, may give them the grounds to go around their written rules for cashier's check cancellation and reissue. I did this when payment for a firearm went missing in the USPS and my bank found the exception acceptable once it went to the corporate HQ for review. Still took awhile, but way less than their standard period! The post office ultimately found the missing envelop caught up in sorting equipment when it was brought down for regular maintenance.
