You still didn't tell us what you have for an existing vehicle.
There are lots of 15-20' hard side TT's that can be had cheap and can be towed by a fairly modest SUV.
I never cared for pop ups, so this is the route I would go. I would go tent before bothering with a pop up.
That said, the rig in our signature was $8k total and has covered 18k miles including a couple years full timing with negligible repair costs (last year we did replace the truck. The 1992 still runs fine but the body is rusting away). While I won't claim expert status, I did grow up RV'ing so I had a good idea of what I was looking for and what to watch out for.
