If you like the RexHall, try other sources. There is a site Search Tempest that will search all of Craig's list. Then find a RexHall owners group. There is one at IVR - RexHall and put the work out that you are looking.
What ever you buy, if it is not airbrake, have the brake system flushed as that is the most frequently overlooked maintenance item. Also, Near 20yo, watch all the rubber as it tends to come apart.
As a Submariner, (Thank You by the way) you understand maintenance. If what you buy has no records, then get everything done on your own.
