I think, they are the controls for your water heater. I have the same controls, and the one you describe as water is actually supposed to represent gas.
They control whether the gas or electric (or both) heating elements in your water heater are on.
Don't turn either of them on unless your water heater is full of water, lest you melt something.
I'm 90% positive, but a picture will be definitive.
