South Dakota, Texas, and Florida are the three states favored by about 90% of the full timers for permanent residence, so you would be wise to check those three first. Other states may be cheaper, but could cost you lots more in other respects such as vehicle insurance, medical insurance, getting a place to receive mail, etc.
