Years ago I worked in Michigan and one of my customers was the Hiway Traffic Safety Institute associated with the U of M in Ann Arbor. At the time the 55 MPH national speed limit had just gone into effect and they were looking at accident data. There was a marked decrease in accidents, but over time the accident rate slowly climbed back up to where it was prior to the 55 MPH speed limit. The conclusion was that drivers were "thinking" at speeds safe for slower speeds but when the speed limits decreased, over time so did the drivers "thinking". I suspect the same is true for the 3rd brake lites and daytime running lights.
And as a motorcycle driver, I sometimes find the headlights on "roll cages" a bit distracting too. :-)
