That does sound rather strange since a blank document or contract would not legally be binding. The only reason other than picking up the camper in person would be to get the contract notarized otherwise the contract would not be binding.
Take the advice of the others about contacting other dealers in the area or you could contact the BBB and find out what complaints, if any, there might be on the dealership. Side note you could contact the dealership via a proxy to ask about sales contracts and see what they are told.
