You must be Present in person to SIGN the papers, but to look them over.
I have two recommendations.
1: Check with a lawyer, Lawyers know the law, I don;'t.
2: Inform the dealer that if he does now send you the papers. NO SALE!
Why.. Because the last time I smelled this aroma.. I was looking at a pile of fish that had been lying in the sun too long.
