Filling water tanks - 2006 Jayco Greyhawk 31SS

My RV, since the day I bought it, leaked black water past the valve and filled the tubing to the cap. Not a real problem, holds maybe a pint. Finally, I got tired of it, and replaced the valve. New valve did the exact same thing from day 1. I just live with it. I know that when I remove the cap, I will get about a pint of yuck.
