I believe these dog limit rules are meant to prevent a camper from having 6 pit bulls tied up outside, barking and scaring everyone in the park. Honestly, if you don't like my dogs, is only having 2 of them going to make things better for you...?
I don't care if it is just one.....if it is a barker it is annoying
As for CG limiting number of PETS (dogs/cats/parrots etc) it is their business and for their benefit AND others.
Ins. Underwriters are the ones that restrict the PIT Bulls
So follow the CGs rules or go boondock.
That way others can enjoy w/o having to put with your nonsense
