The RVIA seal certifies nothing officially, it's just a sticker where the manufacturer certifies itself. There are no RVIA inspectors inspecting anything in RV plants.
It may certify your plumbing will leak because they used incompatible fittings between flex tubing and vinyl tubing or forgot to glue abs joints, your breakers may kick because of loose connections, or your cheap plastic cage fan in furnace or AC might self destruct. That seal is nothing more than eye candy.
Next time your near an RV actually READ one, it clearly states “Manufacturers certifies compliance with standards for recreational vehicles NFPA 1192”.
That in law constitutes certification. No different that any of the other thousands of manufacturers worldwide self-certifying their products to meet UL standards, etc, etc, etc.
Next time you get into a motor vehicle pause for a moment and look at the VIN label, you will see a statement to the effect of “this vehicle conforms to all applicable federal motor vehicle safety standards in effect on the date of manufacture shown above.”.
Imagine, a manufacturer, ALL of them actually, self-certifying their products.
Yes, that means something officially. Now get off your (broken) soap box and start singing a new political song, that ones WAY off-key.
