In answer to your question, yes in order to do what he's doing you need to remove the generator.
While the generator is running for a few minutes (how many would you say?), do you have power? If so I would say it's not a gen head issue (brushes). Usually if it runs for a period of time and makes power, the issue lies elsewhere. But again, I'm not a tech nor do I play one on TV.
