I have had this happen several times with my TT when parked on a slight grade. The safety lock gets jammed on the ball, and will not disengage because of the force on the hitch (either forward or backward depending on the direction of the slope).
My solution was to:
--CHALK THE WHEELS
--make sure the tongue lock is engaged
--if the slope is up looking ahead, the force will be on the front of the ball, and you will need to back up maybe 1/4 inch to free it.
--If the slope runs down looking ahead, then you will have to go ahead as above.
--you can feel and most time hear when the force is released.
Always works for me.
This is assuming that your ball and coupling are in good shape, and there is a bit of lube on the ball to start with.
