First of all I herby admit and acknowledge:
1. Some dog owners (and others) Ignore rules
2. Some dog owners do not pick up.
3. Some dogs are a real pain with the barking, and growling
4. Even my dog can bark more than I want. (Which is not at all when people walk by.)
That being said, the question is: Is it common?
The answer is: Nowhere near as common as you read about it here.
