In regards to Disney and pet loops, yes dogs are supposed to only be in pet loops. I request pet loops every year as I bring my dogs. I have been put into loops traditionally not a pet loop even though the cast member checking me in fully saw the dogs and a note for dog loop was made. Turned out that due to capacity Disney changed the designation of a loop to a pet loop.
The way you handled it was best by going to the CM, as they moved you and then reviewed the other site reservations and corrected that as well.
I also believe some people are very very very sensitive to what they expect from dogs, kids, and people in general. Dogs bark, kids scream (I dont even have children and I know that), fires make smoke, and not everyone has a sense of common courtesy to clean up after themselves or their pets.
But then there is the average society. Kids don't scream all the time, dogs don't bark every second of the day, and they know how to start a fire where smoke is at a minimum, and that what I find most common in my 4 years of RVing.
