Of course I would never try this buti was curious ..is it legal to have passengers riding in a TT while towing it?

reminds me of years back I was following in Rockville a GM station wagon with the clam shell rear hatch/window open and there was a young child lying in the back with the seats down so there was a large slick floor. she took a turn, child slipped out onto the street. nobody appeared to be hurt except perhaps the mother's underwear, but I bet she didn't ever allow that to happen again.
