Normal operating procedure. Dealers get many tire kickers that waste their time looking at units with no intention or ability to buy. They are requiring a deposit (earnest money in real estate terms) to insure that you are a serious buyer before they invest time and resources.
I don't think they are trying to do anything other than sell an RV and maybe some accessories. They just want proof that you are a serious buyer and not wasting their time.
X2. A deposit separates the tire kicker from the buyer.
