If this dealer puts used units on his lot that need repairs prior to a sale, then I probably would not do business with him anyway. It just draws out the buying process too long.
That would be like purchasing a car and the dealership refusing to let you start it up or test drive it until you put money down and they had their mechanics "check it out".
