Since the CA plates will stay on the coach until it is registered in whatever state the buuyer chooses to register it in, if the plates/registration is current, no "transit permit" should be required.
If the buyer does not have an address in North Carolina, it is very doubtful that NC will allow her to register the coach there. If she did manage to work around the system, it is quite likely she could never take the coach into Georgia!

KNOW the applicable laws of both states.
COMPLY with the laws of both states.
DOCUMENT your compliance with the laws.
That is the ONLY proper advice to give in this situation, IMO.
