Like the others, I think dumping may be the least of your problems in cold weather. You have not mentioned what type of RV you have, or plan to have, and that could make a big difference. If you do not have a unit that is cold weather ready, you will spend all your money trying to keep it warm, and might be almost as successful as a person living in a refrigerator crate on the sidewalk.
Most folks that winter camp, will bring water along in bottles, and not use the water system in the RV, because of the chance of freezing and damage. If your holding tanks freeze, they could rupture, or just not allow you to dump them for an extended period of time.
You may also find that many of the campgrounds that are in the metro area, are actually closed during the winter months...same for the marinas where the boats are, so dump stations may not be as available, as they are right now.
There was a woman who had a blog, with her living in a van, on the streets of the city, but I believe she was using bathrooms and showering at other places. I'm sorry, but I don't remember the blog name.
Floyd Bennett Air Field is part of Gateway National Park. Boats are serviced by a pump boat not a dumping station. Pretty sure the marina on Flatbush Avenue is closed down during the winter. I used to have a garden plot at FB and knew there were discussions of opening a campground but had no idea it finally was approved. Let me tell you that it's at the literal end of Brooklyn and bus service isn't even operated by the city although it's still a free transfer to the nearest subway at the Junction(2 and 5 line). 'Course if OP's love of Bed/Stuy is that strong an hour maybe hour and a half's drive down Flatbush will take you right back there.
Clueless on the viability of RVing on the streets of Manhattan and Queens. Lots of private homes in Queens so maybe you can work out a deal with someone via CL to park in a driveway.
Most parts of Manhattan will be difficult but if you can find a parking space and don't mind alternate side of the street parking (move the vehicle every other day)guess it's doable. Certainly when the Quebecois deliver Christmas trees they boondock in RVs for a month or so and develop a relationship with local merchants and residents for bthrm facilities.
