NYC has alternate side of the street parking rules. That means you move your vehicle every other day so Sanitation can clean the street minus 13" from the curb which is the responsibility of the property owner.
During a declared snow emergency alternate side of the street parking is suspended and you are allowed to have your vehicle buried by the snow moved by the street plows. Now that's true for primary roadways which are normally avenues. Most streets are considered secondary and are treated accordingly; think 2nd rate citizenship:D.
Nope I neither own a car or drive currently but since deliveries and property fines are part of my business as a property manager I better know this stuff;).
Should you own a private home you are not entitled to a private space in front of the residence unless you've a garage. And a street cut. And proper per code paving. Andddddd if anyone parks illegally in your drive way don't expect any govt agency to do anything about. Hire a private towing company or suck it up and sigh.
