Talking about charging small electrics? I'd suggest a portable solar system. You can see some at REI.com
Since you are considering 4 season RVs you prolly want to look at a unit like Artic Fox or do several mods to a regular unit. Do be considerate to all your neighbors to keep the ticketing agencies off your back. No throwing household trash in the same public trashcan; that IS a ticket-able violation.
I've no idea how you'll be able to keep running water and continuous sewage outside a campground. Taking water from the fire hydrants will get you a butt kicking ticket and the cost goes up each time you are caught. We have some of the highest water costs in the nation and I'm sure our sewage costs are not inexpensive either. Dumping a black tank directly into a street corner drain will ensure irate neighbors who will undoubtedly video you with a phone and then call EyeWitness News, LOL!
I suspect boondocking is in your NYC winter fantasy with a 24 hr gym membership for water use.
