Attachement to Dash I can not help you with but most Police Supply houses have assorted mounting methods.
Software: There are many options, most all of them come with optional GPS-USB devices..
Co-Pilot is professional software used by many Truckers. It comes highly recommended however I have never tried it and thus can not give a personal opinion.
Microsoft Streets and Trips works well for me. I have used it for years. the 2013 version is not all that expensive (less than half the 2011 version) and does a much nicer job of routing in my opinion. (Well on the trip I use it for).
Rand McNalley also has a program, I think it is called Street Atlas. I have used it as well but now use Streets and Trips.
The only problem I have had with S&T is this: I "Blew up" my operating system, ahd to "Reset" the computer and thus re-install everything installed post-purchase.. S&T would not re-install... Microsoft says they can do it, but when I called them the program they use to do it was not working so we try again in just over a week... (Bandwidth issues this week).
