When hot water heater is on elec is it normal for it to make grunting noises? I assume the element is heating up and making the noises? I've flipped the pressure relief tab several times and can't ...

Might want to re-establish the 'air pocket' cause flipping the T&P Relief Valve open has most likely gotten rid of 'air pocket'
Air pocket is used to absorb increase in pressure due to water swelling when heated. Air can be compressed.......water can't
Turn off water supply
Open nearest faucet hot side to relieve pressure
Open T&P via lever until water stops flowing then let it Snap closed
Close faucet
Turn on water supply

Should this be done every so often or when it starts making noise? Or what do you recommend?
I clean out hot water tank probably atleast twice a year. Noise is not very loud but didn't know if normal or not. Sounds like a tea kettle warming up.
