Only place I know that is difficult to sell a car or truck (seller has to certify it will pass insection) is Mass. That might not even apply to RVs.
The risk in your plan, since you were talking elsewhere about a $5000 motorhome, is that these are often difficult to sell, and if you need to be rid of it quckly, you might have to sell it at a big loss or try to give it away. At this end of the scale on price and condition, they are sometimes hard to even give away. A member of our RV club picked up a Winnebago that could have been worth $5000-8000 if marketed properly, for just $800 because the family needed to be rid of the thing "right now" at any cost.
