Yes, when I lived in Wyoming, I could do the same thing. BUT, here in Montana, and in many other states, the paperwork has to go to the State DMV for processing (in Montana, that is in Deer Lodge), then the title is sent to the owner (or, in some states, the lien holder). This can take from 4 to 6 weeks, sometimes more, sometimes less.
the point is, depending on where the OP buys his vehicle, he MIGHT have to wait for the title. Without the title, he probably can NOT sell it a few weeks later. Very few people would be willing to make such a purchase with a Bill Of Sale only, then wait for the title.
Yes, the rules vary widely (and, sometimes, wildly) from state to state. what I did in Wyoming, or do in Montana, and what you can do in Virginia means little if the OP buys his vehicle in California, where the State issues the title, not the local DMV office (yes, I have purchased and transferred vehicles there, too!)
Perhaps you should become a moderator, then you can delete posts that you find offensive.
