virtually all the oregon state park campgrounds on the coast are open ALL year. for some not all loops are open, and not all sites are reservable, but the parks are open. My experience is that in april you should be able to find a site at virtually all of them as well.
Also many county park campgrounds are open in april, again many good parks.
IMHO you won't be disapointed in any of the parks.
