We use a combination of both since our cooking utensils & pots/pans are not disposable and will require washing.. We carry assorted grades of disposable paper/foam cups and dinnerware but utilize household variety forks, spoons, and knives when on the road enjoying the RVing lifestyle.
There is no best way when it comes to this topic, it really isn't an issue since water conservation is unaffected either way you decide to go. Get out there and have some fun RVing and you will find what works for you in this and many other situations you may be concerned about. Live and learn as they say.
