Does this phrase in a campground description mean that we aren't allowed to leave our dogs alone in the RV when we are touring? That's how it reads to me, but that also doesn't make sense to me. ...

I have been in campgrounds where the occupants of the camper parked beside me left their dog and/or dogs alone in the camper. The dogs barked incessently all while they were gone. Once a camper nearby left the dogs alone overnight. I couldn't believe that they would bark all night. Neither my wife or I got any sleep.
I know many dogs don't bark like that, but then for those that do it makes it hell for those nearby. I once mentioned to the dog owner about his dog barking all while he was gone. He told me that it must be someones elses dog as his dog doesn't bark like that.
