That's how it reads to me, but that also doesn't make sense to me. I can understand not leaving them tied up outside unattended...

It's best to check with the campground staff for clarification. I've found that many places the rule only applies to dogs left tied or penned outside, but left inside the RV is ok, while others mean it exactly as written, and not left unattended at all under any circumstances.
