Apparently nobody has loud, drunken parties and/or loud barking dogs, so you have to wonder why CG operators have to mention it in their rules.
I've never faced the problem myself, but the campground is where I park my rig to see things in the area, so I'm not there during the day, and most dog owners are home in the evening which makes the dogs happy and quiet. If animals or humans were out of bounds noise-wise, I'd talk to the park manager/owner, since I'm paying the same fee as others in the park and expect them to follow the same rules that I do.
