Does this phrase in a campground description mean that we aren't allowed to leave our dogs alone in the RV when we are touring? That's how it reads to me, but that also doesn't make sense to me. ...

If I see anyone leave a dog unattended in a closed up vehicle (i.e. motorhome or trailer), I promptly call the police and animal control.
In many jurisdictions, an animal cruelty charge will result. In cases where the animal was harmed, the owner can be charged with felony animal cruelty.
Be prepared to politely get told to go pound salt when the LEO or ACO sees that the dog is safely confined in the appropriately heated, ventilated, or air conditioned environment of an RV set up in a campground.
