Traveling with Desert tortoise - parking long term for the summer. Need to provide him with "enclosure" as close to free range as possible. Anyone ever done such a thing?

I know nothing at all about tortoises but would something like a dog exercise pen be sturdy enough? Found this one on ebay, looks sturdier than most that I've seen...
