I had a similar problem with my old class C RV. The problem was simple. It had the large metal grate, not like the single from the picture above. The problem I had was it sat on the stove and has four legs that sit on the stove in four holes. It sat too high and I did not notice it until I started having a similar problem that you are having. All I had to do was push the rack down into the four holed more. Then the rack was closer to the flame. Problem solved. See if you can push the rack over the burners down and see if that helps.
