Depends on the dealer. I would certainly insist on a thorough inspection. If they are a good dealer they will not only allow it, they may arrange it without you asking.

Again, depends on the dealer. You can certainly ask.
3. Will the dealer offer some additional warranty or fees I should avoid?
They might, anything that's optional should generally be avoided. Some of those add-ons are negotiable also.
4. Does paying in cash benefit them and can I use it to request more money off the purchase?
Not really. They get their money either way. If you have already negotiated a price it's not likely they will bend any farther at this point.
