Roof damage on a Four Winds Chateau I'm looking to buy

Sounds like the glue failed. If the bubbles are under a quarter inch diameter I would not worry too much. If there much more or a lot of them in a small area I would suspect your going to want to replace the roof. Unless you have a place to do it, people to help you it could be costly.
