I'm not sure where you got your info, but my experience is that Jayco is one of the better built brands.
As for the other question, your budget limits you to an older, more heavily used population of RVs. Build quality will be of lesser concern than the amount and quality of maintenance the RV has seen.
All that said, I'm not sure you will get much useful advice here for your situation. Most, but by no means all, of the posters/followers here are true RV enthusiasts, meaning that this is their hobby/passion, and as such won't be in a position to help with someone who is looking to use an RV to, as you say not "get stuck in the rat race of getting an apartment & having to pay $1,000 - $1,200/month." Fulltimers might be able to help some, but, as I understand it, many choose the full time lifestyle as a way to travel without the commitment of also having a sticks and bricks domicile. Just my $.02.
